Steering Committee
Better Beginnings Now Steering Committee is a collective composed of residents
and representatives of community based organizations, city wide agencies and
services, voluntary and faith groups North Quadrant of Toronto (eastern area
of the former North York). Better Beginnings Now (BBNOW) promotes capacity building
to strengthen communities through networking and sharing supports. BBNOW seeks
to coordinate and use existing community and agency resources more effectively
to promote the health of young people and their families within supportive
neighbourhoods.
Better Beginnings Now recognizes that specific populations, within the larger
community, are significantly disadvantaged, requiring supports and resources.
These populations that are “at risk” do not exist in isolation from
the larger community; therefore, all community work must be done in a holistic
manner.
Better Beginnings Now supports the population health model. The population health
model refers to the health of a population as measured by health status indicators
and as influences by social, economic and physical environments, personal health
practices, individual capacity and coping skills, human biology, early childhood
development, and health services. Population health strategies are designed
to affect whole groups or populations of people. The overarching goals of a
population health approach are to maintain and improve the health status of
the entire population and to reduce inequities in health status between population
groups.
Better Beginnings Now will use this approach to link practice with policy development
and reform, service development, community development and advocacy to address
the social determinants of health to support families.
Better Beginnings Now Steering Committee is also a governance structure required
for the CAPC program funded by the Federal government, under the Public Health
Agency of Canada. The Federal government is committed to the goals of improving
health of young children and families through the population health model.
Management Committee
Introduction
Better Beginnings-NOW CAPC provides a continuum of prevention and early intervention services to vulnerable families with children under 6 years and pregnant women who are either “at risk” or in danger of becoming “at risk” for poor developmental or birth outcomes. Activities that provide opportunities that strengthen communities and programs are included in services provided for example intergenerational programs, multicultural event. To meet the goals of the project Better Beginnings-NOW CAPC accesses funds from all levels of government and other funding sources. A number of in kind resources are provided from a variety of sources e.g. health, business, volunteers, and schools.
Project Management Committee – CAPC
The Project Management Committee provides support to the Better Beginnings-NOW CAPC programs.
Purpose: The Project Management Committee is responsible for ensuring that mechanisms and policies and procedures are in place regarding quality assurance, financial management, accountability to funders, support to Manager, and responsive to community issues as well as problem resolution and community responsive planning as outlined below:
Human Resources: Primary responsibilities and decision-making include the hiring, job description and performance evaluation of the Project Manager. Secondary role to provide supportive consultation and suggestions re: issue resolutions to the Project Manager regarding staffing/personnel or human resource development issues and program operational issues. Support Project through a decision-making process that is based on recommendations and information provided by Project Manager.
Financial Management: Responsibilities include: accountability to funders, plan and identify funding opportunities. Receive all financial reports quarterly to ensure committee has a complete financial picture of the project. Monitor those reports where Management Committee has sole governance. Review and approve annual budgets and make recommendations to seek funding for gaps in service within principles established by BBNOW CAPC.
Strategic Plan: Support and monitor the implementation of Strategic Plan.
Consultation: Provide consultation and decision making related to recommendations made by staff regarding new directions, new initiatives, community needs and issues.
Policy Development: Identify and develop policies as required. Regularly monitor and review of policies.
Sponsor
Adventure Place
Adventure Place’s role is the sponsoring organization for BBNOW CAPC.
Adventure Place is the lead organization under whose auspices funding is applied
for, contracts are entered into, and funds are received and accounted for. Adventure
Place, through the BBNOW CAPC Management Committee, ensures that services are
delivered appropriately, budgets are prepared and approved, expenditures are
disbursed consistent with prior approved budgets and all surpluses are managed
consistent with funding contracts or Management Committee or other relevant
governing body directions and approval. Adventure Place also supports and champions
the work of BBNOW CAPC in the larger community.
